Remove legacy EEPROM clear keycodes (#18782)
* `EEP_RST` -> `EE_CLR`, default-ish keymaps
* `EEP_RST` -> `EE_CLR`, user keymaps
* `EEP_RST` -> `EE_CLR`, community layouts
* `EEP_RST` -> `EE_CLR`, userspace
* `EEP_RST` -> `EE_CLR`, docs & core
