Many files now show a short description in the generated API doc that was so far only available as C comment. The guidelines and reasoning behind it is documented at https://osmocom.org/projects/cellular-infrastructure/wiki/Guidelines_for_API_documentation In some instances, remove file comments and add to the corresponding group instead, to be shared among several files (e.g. bitvec). \| \| \| \| \| \| \| \| \| \|	When OpenBSC is handling more than one message at a time it is difficult to see which log message belongs to which SMR instance. Introduce a uint64_t id that can be set to the row_id/message_id and prefix all log messages with SMR(ID). This change is ABI and API incompatible with previous versions of libosmogsm.
*	gsm/sms: Rewrite of SMR process, extracted from OpenBSC	Andreas Eversberg	2011-11-12	1	-0/+45
	The SMR process is used to transfer SMS TPDUs. It is now extracted from OpenBSC. It includes a real state machine now for easier debugging. Also it implements the TR1M and TR2M timers.
