import isdn4linux HDLC code from linux kernel
I've been importing from 94d7dbf108813ea45a91e27e9a8bd231d5a23fa7 but the isdnhdlc code hasn't seen any changes since 2012 anyway. Change-Id: I3c58f9cb6921c2fdd0f2fcb11f622a0be88c7c63
