[GPRS] BSSGP: Rename bssgp_bts_ctx to bssgp_bvc_ctx
The Context really is about a BVC (BSSGP Virtual Connection). In
the case we operate BSSGP on the SGSN side, this corresponds to
a link to a BTS.
